We are **OneBlock+** and **PaperMoon**—two teams dedicated to growing the Polkadot developer ecosystem in Asia and beyond.  

### **About Us**  
- **OneBlock+** is the largest Polkadot-focused developer community in Asia and a globally influential force in the Polkadot ecosystem. Founded in 2018 and based in China, we have been contributing to Polkadot since 2019—over **6 years of dedicated effort**. We’ve received **9 consecutive grants from the Polkadot Treasury**, demonstrating our long-term commitment.  
- **PaperMoon** leads the educational infrastructure of this initiative, specializing in curriculum design, content creation, and technical instruction. As an early adopter of **PolkaVM** and a long-time Polkadot contributor, PaperMoon is uniquely positioned to deliver **hands-on, practical courses** tailored for Chinese-speaking developers. Our goal is not just to teach Polkadot but to **lower onboarding barriers, solve real developer pain points, and create reusable infrastructure-level content** that benefits the entire ecosystem.  

Together, **OneBlock+ and PaperMoon** provide a **full-stack developer growth experience**—from learning and mentorship to real-world building and long-term ecosystem contributions.  

### **Our Impact So Far**  
- **40,000+ community members**, including **3,690 developers** who completed our courses.  
- Hosted **10 Polkadot hackathons**, including **2 global hackathons in 2024** with **611 participants from 44 countries**.  
- Generated **2.5M+ content views** across WeChat, Bilibili, X (Twitter), Medium, and YouTube.  
- Engaged with local communities through **online events** and built strong partnerships with **top Chinese universities** (Peking University, Fudan University, Zhejiang University, Shenzhen University).  

As the **leading Polkadot-focused developer community in Asia**, we’ve been **consistently building for 6 years**—through both bull and bear markets—serving as a key bridge for **Web2 developers** to explore Polkadot’s technology and ecosystem.

Propose and approve a spend of treasury funds.

## Dispatch Origin

Must be [`Config::SpendOrigin`] with the `Success` value being at least
`amount` of `asset_kind` in the native asset. The amount of `asset_kind` is converted
for assertion using the [`Config::BalanceConverter`].

## Details

Create an approved spend for transferring a specific `amount` of `asset_kind` to a
designated beneficiary. The spend must be claimed using the `payout` dispatchable within
the [`Config::PayoutPeriod`].

### Parameters
- `asset_kind`: An indicator of the specific asset class to be spent.
- `amount`: The amount to be transferred from the treasury to the `beneficiary`.
- `beneficiary`: The beneficiary of the spend.
- `valid_from`: The block number from which the spend can be claimed. It can refer to
  the past if the resulting spend has not yet expired according to the
  [`Config::PayoutPeriod`]. If `None`, the spend can be claimed immediately after
  approval.

## Events

Emits [`Event::AssetSpendApproved`] if successful.
